Here's the complete 2026 picture for Atlanta-metro buyers.

1. Georgia Dream Homeownership Program (DCA)

The Georgia Department of Community Affairs (DCA) runs the flagship first-time buyer program for the state. In 2026, Georgia Dream provides:

  • Down payment assistance loan: $10,000 — zero interest, no monthly payment, forgiven after 5 years if you stay in the home
  • Protector/Educator/Healthcare/Active Military: $12,500 — same terms, higher amount for qualifying professions
  • Choice loan: $12,500 — for buyers purchasing in selected census tracts

Georgia Dream is a second mortgage structure, not a grant — but with zero interest and no monthly payment, it functions like a deferred grant for most buyers. The $10,000 can be applied to down payment or closing costs.

Income limits (2026): Vary by county. Metro Atlanta counties range from approximately $74,500 (single buyer) to $92,000 (3+ person household). Check the DCA website for current county-specific limits.

Purchase price limit: $350,000 for most metro counties (existing homes). New construction limits may differ.

Credit score: Minimum 640 for most loan types. FHA loans require 640+; conventional requires 660+.

Must be first-time buyer — meaning you haven't owned a primary residence in the past 3 years. Divorced individuals and buyers in Targeted Areas may qualify even if they previously owned.

2. Georgia Dream Hardest Hit Fund (HHF) — Targeted Counties

Several Clayton and Fulton County zip codes fall under the Hardest Hit Fund designation, which increases assistance amounts and relaxes income limits in those areas. If you're purchasing in Clayton County specifically, ask your lender to check HHF eligibility — you may qualify for enhanced assistance.

3. Federal FHA Loan Program

FHA loans are not grants, but they're the most used financing tool for first-time buyers in Georgia because of:

USDA-eligible areas near Atlanta (2026): Portions of Carroll County (Carrollton, Villa Rica), Coweta County (Senoia, Newnan outskirts), Heard County, Haralson County, and parts of Paulding County outside Dallas proper. Marietta, Douglasville city limits, and Newnan city are NOT eligible — but surrounding unincorporated areas often are.

Invest Atlanta: The city's economic development authority offers the Vine City and English Avenue Purchase Assistance Program — up to $30,000 forgivable if you buy in those specific neighborhoods.

Clayton County: HOME Investment Partnerships Program provides down payment and closing cost assistance for income-qualified buyers in Clayton County.

Income Limits Don't Apply in Targeted Areas

Georgia Dream designates certain census tracts as "Targeted Areas" where income limits are relaxed (raised by 15–20%) and you don't have to be a first-time buyer. If you're buying in a qualifying zip code, you may access Georgia Dream even with a higher income.
